Unlike public housing projects, your voucher lets you rent single-family homes, townhouses, and apartments in neighborhoods of your choosing — on the private rental market.
Income-Based Rent Calculation
Your share is capped at 30% of your adjusted monthly income. If your circumstances change, the Housing Authority adjusts the subsidy accordingly — your housing costs stay proportionate to what you earn.
HQS Inspection Protects You
Before you sign any lease, the county inspects the unit to confirm it's safe, decent, and sanitary. That inspection isn't a hurdle — it's protection ensuring no one puts you in a substandard property.
Renewable Annual Lease

If you received your Osceola County voucher and leased locally for 12 months, you may be able to move your voucher to another jurisdiction anywhere in the U.S. where the program is accepted.

Buy a Home
Most people assume Section 8 is a rental-only program. It's not. HUD's Housing Choice Voucher Homeownership Program — active since 2000 — allows qualified voucher holders to redirect their monthly subsidy toward mortgage payments instead of rent.
That means the same assistance that's been helping you pay a landlord can start helping you build equity in a home you own.
Not every Public Housing Agency offers this program, and eligibility requires meeting specific criteria beyond the standard voucher requirements. But for families who qualify, it is a legally established, federally funded pathway to ownership — not a workaround or a loophole.
Meet Baseline Eligibility
Must be a current HCV holder in good standing, first-time homebuyer, employed (minimum income thresholds apply), and not in default on any prior mortgage.
Complete Homeownership Counseling
HUD requires pre-purchase homeownership counseling from an approved housing counselor before the voucher can be applied to a mortgage.
Get Pre-Approved with the Right Lender
Your PHA coordinates with your lender to confirm program eligibility, calculate the subsidy amount, and structure your Housing Assistance Payment toward homeownership expenses.
